Guinea is strengthening its digital transformation agenda through a new strategic engagement with Huawei, as the government seeks to accelerate the development of critical digital infrastructure and position technology as a catalyst for national growth. During a working visit to China, Minister of Communication, Digital Economy and Innovation Mourana Soumah held high-level discussions with Huawei Vice President Mr. Zhang and senior company executives to advance collaboration on key digital initiatives.
The engagement forms part of Guinea’s broader digital transformation strategy under President Mamadi Doumbouya’s Simandou 2040 Programme, which aims to reinforce technological sovereignty, modernize public services, drive economic growth, and promote greater social inclusion through digital innovation. The government continues to prioritize investments that will strengthen the country’s long-term digital competitiveness.
Discussions focused on several priority projects, including expanding Guinea’s national fibre optic network, developing a national data centre, establishing sovereign cloud infrastructure, and improving digital connectivity in underserved rural communities. The two sides also explored opportunities to deploy artificial intelligence solutions, enhance digital public services, introduce intelligent monitoring technologies, strengthen digital skills development, and establish industrial and technology centres across the country.
According to the Ministry of Communication, Digital Economy and Innovation, the ongoing discussions are expected to result in a comprehensive memorandum of understanding and framework agreement that will guide the implementation of priority digital transformation projects. The proposed partnership is designed to provide a structured roadmap for delivering technology initiatives that support Guinea’s national development objectives.
The collaboration underscores Guinea’s commitment to building a resilient digital economy through strategic partnerships with global technology leaders.
