Zambia Launches Digital Contract Management System to Modernise Public Administration.

Zambia has launched the Contract Tracking and Management Information System (CTMIS), a new digital platform designed to modernise public contract management, improve efficiency and eliminate the costly movement of physical contract files across government institutions.

Developed by the SMART Zambia Institute in partnership with the Ministry of Justice, CTMIS enables ministries, local authorities and state-owned enterprises to submit, review and manage contracts electronically through a secure online platform. The system replaces paper-based processes that previously required physical files to be transported between government offices, reducing administrative costs, paperwork and processing delays.

According to the government, the platform will strengthen transparency and accountability by providing real-time tracking of contract submissions, legal reviews and approvals through a digital dashboard. The Office of the Attorney General, which has handled more than 4,600 legal review requests since the beginning of 2025, is expected to benefit from faster processing times, automated audit trails and improved document management.

Officials said the introduction of CTMIS forms part of Zambia’s broader digital transformation agenda aimed at modernising public administration, improving service delivery and enhancing the efficiency of government operations through technology.

The launch represents another milestone in the country’s digital government programme, reinforcing the SMART Zambia Institute’s role in delivering innovative digital solutions that support transparent, accountable and citizen-focused public services.
