The Government of Uganda has launched the National Communication Policy 2026 to establish a structured and unified approach to public sector messaging, citizen engagement and information dissemination. The policy was officially announced by Justine Kasule Lumumba, the Minister of ICT and National Guidance. Under this new framework, all ministries, departments and agencies, alongside local government structures, are mandated to design and implement communication strategies that strictly align with national standards.
The policy addresses the challenge of fragmented public sector communication by establishing a digital-first, citizen-centred model across public institutions. By streamlining how information is shared, the framework aims to increase transparency, improve public awareness of government initiatives and ensure consistent messaging regarding state services. The strategy emphasizes institutional alignment to ensure that communication across all levels of government remains coherent and accessible to the public.
The rollout of the policy coincides with Uganda preparing to host the Digital Government Africa Summit 2026/27 in Kampala. This alignment highlights national efforts to integrate digital technologies and institutional reforms to enhance public service delivery and strengthen civic interaction. The overall success of the framework will rely on the ability of individual government entities to translate the overarching policy into actionable communication plans and sustainable public engagement programs.
