Ghana’s National Communications Authority (NCA) is hosting a delegation from The Gambia’s Public Utilities Regulatory Authority (PURA) for a four-day benchmarking visit focused on broadcasting, regulatory operations and institutional cooperation.
The visit, taking place from Tuesday, September 22 to Friday, September 25, 2026, at the NCA Tower, is designed to facilitate the exchange of regulatory experiences and best practices while identifying areas for further cooperation between the two communications regulators.
The PURA delegation was welcomed by Etta Mosore, Deputy Director-General for Managerial Operations at the NCA, and Suleman Salifu, Deputy Director-General for Technical Operations. The officials said the NCA was prepared to share its regulatory experience while also learning from PURA.
Mosore highlighted the NCA’s work in consumer affairs and protection, reviews of Ghana’s communications sector legal and regulatory framework, and technical developments aimed at strengthening Quality of Service (QoS) Key Performance Indicators.
She also outlined the role of the NCA’s Dispute Resolution Committee, which provides a structured mechanism for addressing disputes within Ghana’s communications industry.
Salifu noted that the visit marks PURA’s second engagement with the NCA this year, reflecting continued institutional relations and the importance of knowledge sharing between the two regulators.
Representing PURA Director-General Jamilatou Saidy, the authority’s Director of Consumer Affairs and head of delegation thanked the NCA for hosting the exercise. She identified institutional and regulatory governance as a key area of interest, with direct engagement expected to provide insights into the NCA’s institutional arrangements.
During the benchmarking exercise, PURA officials will examine the NCA’s regulatory governance framework, policy implementation mechanisms, Standard Operating Procedures and approaches to service delivery and consumer protection.
The discussions will also cover governance structures, regulatory decision-making, reporting, policy development, monitoring and evaluation. The NCA said the engagement is expected to strengthen regulatory knowledge sharing between Ghana and The Gambia while identifying opportunities for deeper cooperation.
