South Sudan Seeks Faster Payment Bill to Advance Digital Payment

South Sudan is moving to strengthen its digital payments framework as the Bank of South Sudan calls for faster progress on the Draft National Payment System Bill, 2025.

The call came after a five-day validation workshop in Juba that brought together representatives from government, the financial sector, telecommunications companies and regional institutions to review the proposed legislation.

The bill seeks to reduce reliance on cash while establishing stronger licensing, regulatory, consumer protection and data protection frameworks for digital payment services. The proposed framework is also expected to support financial inclusion, digital innovation and private-sector development.

The Bank of South Sudan said stronger collaboration among stakeholders will be important to advancing the legislation, with regional expertise from institutions including the EAC Secretariat and Bank of Uganda contributing to the process.

The workshop marks another step towards finalising the proposed law and strengthening the foundations for a more secure, efficient and resilient digital payments ecosystem in South Sudan.
