South Sudan’s National Communication Authority (NCA) has participated in the third African Preparatory Meeting, APM27-3, held in Tunisia as African regulators and industry stakeholders coordinate regional priorities ahead of the 2027 World Radiocommunication Conference (WRC-27).
The meeting was hosted by Tunisia’s National Frequency Agency and coordinated by the African Telecommunication Union. South Sudan’s delegation was led by Eng. Dut Acol DeDut, Director for Spectrum Management, who also chaired the EACO preparatory group.
Eng. Zamba Leonel, Assistant Director for Spectrum Planning and Space Services, served as First Rapporteur, supporting the coordination and documentation of the meeting’s outcomes.
A major focus of the discussions was the development of emerging satellite technologies, particularly Non-Geostationary Satellite Orbit (NGSO) systems and Direct-to-Device (D2D) technologies.
NGSO systems and D2D services could expand access to communications and internet connectivity in underserved and remote areas by complementing terrestrial networks with satellite-based services.
The meeting also highlighted the importance of establishing suitable regulatory frameworks as these technologies develop. Key considerations included frequency coordination, spectrum management and the protection of national sovereignty.
South Sudan’s participation provides an opportunity for the country to contribute to wider African discussions on spectrum management and satellite communications while helping coordinate regional priorities ahead of WRC-27.
The engagement underscores the growing importance of satellite technologies in Africa’s connectivity landscape and the need for coordinated regulatory approaches as new satellite-based services emerge.
