Senegal is strengthening the digital capabilities of its public administration through the validation and launch of a National Digital Training Plan for Civil Servants.
The plan is designed to equip public servants with practical digital skills aligned with the country’s ongoing digital transformation. It aims to ensure that government employees can effectively use digital tools and services relevant to their roles, without requiring every civil servant to become an information technology specialist.
The national training plan was validated during a workshop held on September 10, 2026. The Minister of Telecommunications and Digital Affairs, Samba Diouf, was represented at the meeting by his Chief of Staff, Sira Niang Sy.
The workshop brought together representatives from ministerial departments, public administrations, human resources and training units, as well as technical and financial partners supporting Senegal’s digital transformation agenda.
The initiative was organised by the Ministry of Public Service, Labour and Public Sector Reform in collaboration with the Ministry of Telecommunications and Digital Affairs.
Technical support is being provided by Cheikh Hamidou Kane Digital University through the FORCE-N Sénégal programme, with support from the Mastercard Foundation.
Focus areas for digital training
The training plan will cover a range of areas intended to improve the ability of public servants to work effectively in a digitally enabled administration.
Key areas include:
- Digital tools and workplace technologies
- Data management and use
- Artificial intelligence
- Cybersecurity
- Information systems
- Digital public services
- New approaches to work and service delivery
The programme seeks to match training with the responsibilities of different public servants. This approach is intended to help employees use, secure and maximise the value of digital infrastructure and services within their respective departments.
Building a more efficient public administration
Senegal expects the initiative to contribute to a more agile, innovative, resilient and efficient public administration.
The plan places emphasis on measurable outcomes, including participation and completion rates, certifications, coverage of priority training needs, inclusion of women and the practical impact of training on public service performance.
By linking digital skills development to service delivery, the initiative aims to improve how public institutions respond to citizens’ needs and manage government functions.
The programme aligns with Senegal’s Vision 2050 and the New Deal Technologique, particularly Program 7, which focuses on talent development and strengthening digital capabilities.
The launch of the National Digital Training Plan represents a step towards building a digitally capable public workforce that can support Senegal’s wider digital transformation goals and improve the delivery of public services.
