Ghana’s National Communications Authority (NCA) has completed the qualification stage of the country’s 5G spectrum licensing process, clearing three applicants to advance to the next phase.
The regulator received four applications for spectrum licences covering the 700 MHz, 2.3 GHz and 3 GHz bands, with submissions closing at 5:00 p.m. on August 27, 2026.
Following an eligibility review and technical qualification assessment under Envelope A, the NCA determined that three applicants met the required conditions to proceed.
The qualified applicants are Scancom PLC (MTN Ghana), Ghana Telecommunications Company Limited (Telecel Ghana), and Goal Telecommunications Ltd.
Infrav Ltd was the only applicant that did not qualify. The NCA said all applicants were formally notified of the decisions, including the reasons for non-qualification where applicable.
Only the three successful applicants will move forward to Stage 3 of the selection process. Consequently, the Envelope B submission from Infrav Ltd will not be opened.
The NCA said the qualified applicants will be separately informed of the date, time and venue for the opening and ranking of their Best Price Offers. This will mark the next stage in the allocation of the available 5G spectrum.
The licensing process covers the 700 MHz, 2.3 GHz and 3 GHz spectrum bands, which are expected to support the expansion of advanced mobile broadband and 5G services across Ghana.
The progression of three applicants into the next stage represents another step in Ghana’s efforts to expand access to advanced mobile connectivity and strengthen the infrastructure supporting the country’s digital economy.
