The Communications Regulatory Authority of Namibia (CRAN) and NORED Electricity (Pty) Ltd have signed a five-year Memorandum of Understanding aimed at strengthening cooperation in support of digital transformation, rural connectivity and socio-economic development across Namibia.
Signed on August 25, 2026, in Ondangwa, the non-binding agreement establishes a framework for collaboration in areas including information and data sharing, rural electrification and broadband connectivity, capacity building, regulatory cooperation and knowledge exchange.
The partnership reflects the growing convergence between electricity and communications infrastructure, with both sectors playing an increasingly important role in expanding access to essential services.
Under the MoU, CRAN and NORED will maintain regular consultations on matters of common interest and exchange information to support joint initiatives. The agreement also provides for designated CRAN personnel to access NORED’s outage communication platform, improving coordination around planned electricity outages that may affect communications infrastructure and services.
The collaboration is expected to support improved infrastructure planning and the development of innovative solutions aimed at extending broadband connectivity and digital opportunities to underserved and rural communities.
CRAN CEO Emilia Nghikembua said the partnership represents a shared commitment to addressing infrastructure gaps and creating greater socio-economic inclusion, particularly for communities in remote areas.
NORED CEO Silvester Wayiti highlighted the growing interdependence between reliable electricity supply and modern communications networks, noting that integrated infrastructure planning can help improve service delivery and support national development priorities.
Through closer cooperation, the two organisations aim to strengthen connectivity, support sustainable infrastructure development and advance digital inclusion for citizens and businesses across Namibia.
