Visa and Senegal Sign Two-Year Agreement to Advance Digital Transformation

Visa and Senegal’s Ministry of Telecommunications and Digital Affairs have signed a Memorandum of Understanding (MoU) establishing a two-year strategic collaboration framework to support the country’s digital transformation ambitions.

The partnership will focus on digital payments, financial innovation, cybersecurity and regulatory cooperation, while exploring opportunities to modernise public services and expand access to digital financial services.

The agreement marks the first partnership of its kind between Visa and a government institution in Senegal. It is built around structured public-private dialogue and knowledge sharing to identify initiatives aligned with national priorities.

Under the agreement, both parties will explore Person-to-Government (P2G) and Government-to-Person (G2P) payment solutions to simplify transactions between citizens and public institutions. The collaboration will also include knowledge sharing on cybersecurity and financial innovation to promote secure and resilient digital financial services.

Senegal’s Minister of Telecommunications and Digital Affairs, Samba Diouf, described the partnership as a step towards accelerating the country’s New Deal Technologique, emphasising the need to translate digital ambitions into practical, secure and inclusive solutions.

Aminata Kane, Senior Vice President and Group Country Manager for Visa Western and Central Africa, said the company would contribute its expertise to improve access to digital services and support the long-term development of Senegal’s payments ecosystem.

The collaboration aims to identify practical digital payment initiatives tailored to Senegal’s needs, helping simplify everyday transactions and strengthen the country’s digital economy.
