Egypt is expanding its national artificial intelligence and quantum computing programmes as the country strengthens AI governance, infrastructure, skills development and international cooperation.
The National Council for Artificial Intelligence, Quantum Computing, and Emerging Technologies (NCAI), chaired by Minister of Communications and Information Technology Raafat Hendy, reviewed progress under Egypt’s National AI Strategy during its latest meeting.
The Council adopted the achievements report for the second edition of the National AI Strategy 2025–2030, covering the first half of 2026. The report examined progress across governance, technology and applications, data, infrastructure, ecosystem and talent.
According to the ministry, Egypt has expanded AI awareness and digital skills programmes for different age groups while participating in international forums and strengthening cooperation with global technology companies.
The country is also working to attract investment in AI infrastructure and data centres, support local technology development and create specialised opportunities for young people. Efforts are also under way to encourage global companies to establish and expand AI centres of excellence in Egypt.
The Ministry of Communications and Information Technology’s Applied Innovation Center is developing local AI applications, including the Karnak LLM, the English-learning application Loghat and Bel Masry, which combines AI engines for speech-to-text, machine translation and text-to-speech.
The Council reported more than 40 AI applications across government and banking sectors, alongside new initiatives including SIA, an educational application, and a smart judicial assistant.
The meeting also reviewed Egypt’s AI governance measures, including guidelines for government procurement of AI systems, generative AI use within government entities and the safe use of AI applications for children.
The Safe Use Guidelines for AI Applications for Children seek to address risks including harmful content, exploitation, bias and privacy violations while supporting the use of AI for learning, creativity, inclusion and equal opportunity.
In addition, the Council reviewed the outlines of Egypt’s National Quantum Computing Strategy 2027–2030. The proposed strategy aims to establish a secure and sustainable national quantum technology ecosystem through investment in talent, research, infrastructure and high-impact applications.
Egypt said its wider AI and quantum computing agenda will continue to focus on building national capabilities while strengthening its technical and coordination role across Africa and the Arab region.
