Egypt is accelerating its digital transformation agenda through a major boost to its data infrastructure ecosystem, following the licensing of Hassan Allam Digital Infrastructure and Data Center Solutions to establish and operate advanced data centers and cloud computing services. The approval was issued by the National Telecommunications Regulatory Authority (NTRA) of Egypt during a ceremony attended by Communications and Information Technology Minister Raafat Hindi in Cairo.
The new initiative includes an initial investment of $400 million for the first phase of a large-scale data center project designed to meet international standards. The facility is expected to serve government entities, financial institutions, and both local and global enterprises, addressing rising demand for secure data hosting, cloud services, and scalable digital infrastructure across Egypt’s expanding digital economy.
Government leadership emphasized that the licensing decision reflects Egypt’s broader strategy to position data centers and cloud computing as foundational pillars of the national digital economy. Minister Raafat Hindi highlighted ongoing efforts to develop an integrated national framework aimed at strengthening digital sovereignty, improving service efficiency, and establishing Egypt as a leading regional hub for digital infrastructure and data exchange.
The regulator also underscored growing investor confidence in Egypt’s technology sector, noting that increasing demand for data center licenses signals strong momentum in the country’s digital transformation journey. Over the past two years, ten licenses have already been issued, reinforcing Egypt’s commitment to building a robust and competitive cloud and data services ecosystem.
The project, developed in partnership with A15, will support emerging technologies such as cloud computing, artificial intelligence, and data-driven applications. Overall, the initiative forms part of Egypt’s long-term strategy to expand digital infrastructure, enhance service security and efficiency, and attract further investment to strengthen its position as a regional leader in digital transformation.
