The Ministry of Telecommunications and Digital Affairs of Senegal has signed a partnership agreement with Nokia to support the country’s digital transformation agenda.

Signed on 30 September 2026 in Dakar, the agreement establishes a framework for cooperation across connectivity and network resilience, cybersecurity, digital public services, innovation and digital skills development.

The signing ceremony took place at the Administrative Building of President Mamadou Dia and was attended by the ambassadors of Finland and the European Union to Senegal. The Ministry was represented by its Secretary General, Serigne Ahmadou Bamba Sy.

Under the agreement, Senegal and Nokia will identify priority initiatives, establish objectives and assess implementation mechanisms. The partnership will also promote skills transfer, local value creation and measurement of project outcomes.

The next phase will include establishing monitoring mechanisms and developing a joint activity programme. Selected initiatives may lead to specific implementation agreements, subject to applicable procedures, supporting the development of a more accessible and resilient digital ecosystem in Senegal.
