Amazon Leo has filed an application with the U.S. Federal Communications Commission (FCC) seeking approval to deploy a constellation of up to 5,105 low Earth orbit (LEO) satellites capable of delivering voice, messaging, data and emergency services directly to compatible mobile devices.
The proposed Direct-to-Device (D2D) system is expected to begin deployment in 2028 and is designed to extend mobile connectivity beyond the reach of traditional cellular networks. The service will allow compatible smartphones to connect directly to satellites without relying on terrestrial cell towers, helping bridge connectivity gaps in remote, rural and disaster-affected areas.
According to Amazon Leo, the D2D network will support voice calls, messaging, internet access, emergency communications and Internet of Things (IoT) connectivity. The system is also expected to enhance disaster response, fleet management and remote operations by providing reliable communications where conventional infrastructure is unavailable.
The initiative follows Amazon’s agreement to acquire Globalstar’s satellite operations and mobile satellite spectrum licences, enabling the company to integrate direct-to-device capabilities into its expanding satellite network. Amazon also plans to work with mobile network operators and technology partners to broaden access to satellite-enabled services.
If approved, the constellation will complement Amazon Leo’s existing broadband network by combining onboard satellite processing, optical inter-satellite laser links and advanced beamforming technologies to deliver efficient, high-capacity global connectivity. The company says the D2D service is intended to complement terrestrial mobile networks while expanding digital access to underserved communities worldwide.
